Peter Bruff, aka the East Anglian Brunel, was the Civil Engineer who built the Breakwater at Landguard Point built to keep the harbour open to the requirements of Captain John Washington.
The visible part is probably a structure added in the early to mid-twentieth century related to the flying boat station. (Fuel?)
Bruff had a yacht, the 25-ton schooner Silver Star, which competed in the 1839 Harwich Regatta11839 Harwich RegattaFrank Hussey, Old Fitz: Edward FitzGerald and East Coast Sailing, The Suffolk Library (Ipswich: Boydell Press, 1974).. He built a great deal more including Clacton and many local railways.
